Study for the determination of standard scales of unit costs for travel within the EU and from any country in the world to EU countries : final report
The Financial Regulation provides for the possibility to reimburse costs (of grant beneficiaries and experts) based on previously established unit costs as an alternative to the reimbursement of actual costs incurred (e.g. invoices). In recent years, experience with unit costs has shown that they may significantly simplify administrative procedures and reduce the risk of errors. The objective of this study is to determine standard scales of unit costs for travel within EU Member States and from any country in the world to EU Member States to reimburse travel costs for meetings, conferences, events, scholarships or other projects and initiatives financed by the European Commission. The study covers travel costs for two types of travellers: - "experts" (service providers) coming to work for the European Commission and reimbursed by the European Commission under Commission Decision COM(2007) 5858 (all types of experts); - "persons" working on EU financed programmes and projects and travelling to implement EU funded projects or activities (e.g. a conference). The study considered the reimbursement modalities established in Commission Decision COM(2007) 5858.
